A prestigious history with deep roots in the Saudi Arabian legal market

A proud heritage

The heritage of our practice traces back to the law practice of Mohammed Hussain Garoub, a pioneering Saudi lawyer whose years of experience was instrumental in the early development of modern Saudi legal practice.

Years of dedicated public service

Mohammed Garoub was entrusted with many public service posts including his tenure as Deputy Minister of Commerce for Domestic Internal Commerce for many years, and his role as General Administrator of the Jeddah branch of the Ministry of Commerce. He also had years of experience as a Legal Advisor and Chief lawyer to many judicial tribunals at the Ministry of Commerce. These tribunals included the Tribunal for the Resolution of Commercial Fraud Violations, the Tribunal for Violations of the Precious Metals Regulations, the Tribunal for Violations of the Commercial Agencies Regulation and the Tribunal for Violations against the Calibration & Measurements Regulation.

Mohammed Garoub was also a Member of the Commercial Papers Committee at the Ministry of Commerce and a Member of the Committee for the Settlement of Commercial Disputes. In addition, he was also a member of Makkah Al Mukarramah Regional Council, and was Chairman of the Committee for Conciliation on Commercial Agencies Disputes.

Prestigious appointments and extensive experience

Mohammed Garoub’s many prestigious appointments were further complemented by his years of experience as a member of the board of the Saudi Railway Corporation and a member of the board of the Industrial Development Fund.

Through these roles he was instrumental in shaping policy and the development of critical commercial sectors of the Saudi market. Moreover, he was the Undersecretary of the Ministry of Commerce and his legal career culminated with his appointment as a member of the Shurah Council for three successive sessions spanning twelve years.

During his career spanning half a century, Mohammed Garoub was the architect of many legal and policy studies, academic and legal governmental research and policy papers and he served a key role in the drafting and amendment of government legislation. Some of his more notable drafting roles culminated in the implementation of the Law on Financial Leasing, a comprehensive study on the Saudi Foreign Capital Investment Law, and legislative decrees in the area of marine transport and ship building.

Mohammed Garoub was also mindful of the importance of fostering a comprehensive and continuing evolution of legal practice in Saudi Arabia, and was joined in this ambition by his son, Medhat Garoub, who worked closely with Mohammed Garoub and is the founder of the modern day law firm of Garoub.
